Newport panel hears fishermen, scientists and NOAA debate offshore wind risks and monitoring

The City of Newport Energy and Environment Commission hosted an educational panel on fisheries, climate and offshore wind that brought together commercial fishing representatives, university oceanographers and NOAA scientists to discuss monitoring, management and public concerns.
"As you all know, we're hosting an educational summer series, on climate and resilience," said Emily Conklin, vice chair of the commission, framing the event as a public education session with panel presentations and audience Q&A. Speakers described long-term survey programs and cooperative projects that pair fishermen with scientists to track changes in species abundance and distribution.
Panelists agreed climate change is shifting species northward and changing seasonal patterns, creating management challenges. Fred Matira, a retired commercial fisherman and leader of a fishermen-directed nonprofit, described how regulations have reduced days at sea and changed mesh sizes, and warned that large offshore wind projects add uncertainty that requires stronger, standardized monitoring. "We have given away 500000 pounds of seafood to community partners throughout the state," Matira said when describing industry adaptations during COVID and the foundation's data collection efforts to inform management.
NOAA Fisheries and academic panelists emphasized the need for life-cycle monitoring — baseline, construction and operations — and for regional, consistent methods so results across projects are comparable. "If it's a federal fishery, it's sustainable," said Andy Lipsky of NOAA Fisheries in explaining how federal management under the Magnuson-Stevens Act relies on science-based processes but still faces uncertainty when the environment changes.
The session closed with extended public comment on blade failures, debris monitoring, whale strandings and university funding; panelists urged more standardized monitoring, clearer data-sharing agreements and ongoing public engagement. The Commission said recordings and materials will be posted on the city website.
