Springdale Council tables proposed banner-permit changes after debate over limits and standards

Zoning Administrator Kyndal Sagers told the Town Council the Planning Commission recommended allowing banners in the Public Use (PU) Zone and adding permit and safety requirements, including a suggested limit of 12 banners a year with displays no longer than 14 calendar days and a 14-day interval between displays on the same property. The proposal was presented during a public hearing with no public comments.

Council members questioned whether the Planning Commission’s numeric limits were appropriate for short-term event signage and whether broader sign standards should be applied to banners. Council Member Pat Campbell said "'must' and 'shall' were used interchangeably in the document," urging clearer language, while Council Member Jack Burns said some provisions felt "overly restrictive" and suggested allowing multiple banners for events with two entrances. Several council members said a strict color palette and material requirements designed for permanent signage would be onerous for temporary event banners.

After discussion — including options ranging from one banner per parcel to allowing three at a time — the Council unanimously voted to table Ordinance 2026-02 and directed staff to redraft the ordinance with the changes discussed that evening on banner counts and display duration. The Council did not adopt any changes to the sign code at the meeting and asked staff to provide revised language to clarify whether references to sign standards apply to temporary event banners in the PU Zone.
