The Planning and Zoning Commission voted to forward a group of annexation and zoning requests to City Council, approving several straight zoning recommendations (AG, I‑1 and split‑zoning) for properties in McKinney’s southeastern area that reached the 10‑year term of pre‑annexation agreements from 2016.
Planner Jake Bennett explained these cases are largely municipal annexations and straight zoning recommendations so existing agricultural operations can continue; if future development occurs, owners will need to submit development plans, plats and infrastructure improvements (water, sewer, roadway upgrades) as part of those proposals. Multiple commissioners asked about the 10‑year term and the notice process; Bennett said property owners and surrounding parcels received standard notice and that three properties in the cluster had already been annexed earlier.
Several residents addressed the commission during public comment. Gary Jones described heavy traffic and safety concerns on County Road 317 and asked what would happen to the road and when maintenance or widening could occur. Vinuta Kumar described daily traffic near the soccer park, lack of municipal water and sewer connections, and frustration over limitations while properties were in the ETJ. Bennett replied that annexation and zoning do not automatically provide utilities; infrastructure extensions are triggered when an owner submits a development application that requires roadway and utility improvements.
The commission closed each public hearing and recorded unanimous votes to forward the items to Council for final action on April 7, 2026. Commissioners noted the need to monitor infrastructure planning and the thoroughfare/master plans as development proposals move forward.
