District outlines plan to expand 'WIN' individualized learning time to secondary grades

Superintendent Ingrid Colvard briefed the board on plans to bring WIN (What I Need) time—an individualized support block—into the secondary schedule. Colvard said the elementary schools already have WIN; secondary implementation requires negotiating schedule changes with SCEA and establishing an MOU through the end of the school year. The district proposed M/T/Th/F scheduling and said a successful implementation could yield a 0.25 elective credit per year for participating secondary students.
Colvard emphasized that WIN groups students by skill needs rather than replicating study hall and noted class-size and instructional-intensity concerns: "If it was really intensive support, it wouldn’t work for 30 kids to be in one class," she said. The board discussed logistics and agreed next steps include bargaining conversations and developing an MOU if staff reach agreement.
