Commission hears briefing on ADU rule changes, asks staff for guidance

Commissioners discussed recent state and local changes allowing accessory dwelling units (ADUs) and asked staff to prepare an educational session and guidance on how ADUs might interact with the historic district review process. Commissioner Balla (S10) proposed a briefing to understand zoning requirements and to consider whether an internal policy or administrative review pathway is needed for accessory structures that may later become ADUs.
Assistant city solicitor Dylan Connolly (S21) cautioned that the state law limits municipal discretion over certain ADU approvals, but recommended that the commission consider administrative regulations and internal guidelines to clarify how the commission will approach visible accessory structures that could be converted to ADUs. Staff (S4/S12) agreed to research the issue and return with recommended approaches and timing for commissioner education.
