City staff told the committee they are proposing a 4% year-over-year increase in water and sewer rates to support operations, preserve contingency and begin increasing long-term capital reserves for aging infrastructure.
Manager Spence outlined drivers for the change: rising PERS and insurance costs, shared administrative charges shifted to funds, continued deferred maintenance and major capital projects such as the Pipeline Road transmission line and a lift-station replacement program. "We're proposing a 4% rate increase for water and sewer," Spence said while comparing the proposal to neighboring cities that have implemented larger increases.
Staff said the lift-station program may involve a DEQ loan of roughly $3,000,000 with half potentially forgiven, producing about $1.6M of debt the city would need to amortize, with estimated annual debt-service near $77,000. The wastewater treatment facility headworks project is currently estimated broadly between $4.5M and $10M depending on scope, with possible annual debt-service impacts in the low hundreds of thousands if financed without additional grant funding. Committee members discussed options to reduce rates by trimming contingency or deferring specific capital projects, and staff promised refined scenarios at a follow-up meeting.
