County insurance broker Angela Smith of Smith Insurance presented proposed changes to the county's health plan and health reimbursement arrangement (HRA). Smith said Dr. Skidmore is pursuing in‑network status and recommended a temporary out‑of‑network reimbursement limit of up to $1,000 per year while that process completes. The board approved the $1,000 cap on out‑of‑network reimbursement (motion by Commissioner Borgenheimer, second by Commissioner Coons; vote 3-0).
The board also approved changes to in‑network cost-sharing: in‑network deductible capped at $2,500 per year and the county will reimburse 80% of the next $4,500 in eligible costs beyond that deductible; additionally, no employee may receive more than $3,600 total per year across all HRA reimbursements. Each of those provisions was approved by motion and recorded as a 3-0 vote.
