Commissioners adopt ADA and Title VI coordinator, approve updated plans

The Blackford County Board of Commissioners voted unanimously Dec. 1 to adopt Resolution 2025-R11 appointing an Americans with Disabilities Act (ADA) and Title VI coordinator and to accept updated ADA Transition and Title VI Implementation Plan documents.
Mitch Hansel of USI presented the updated plans—revisions to documents originally from 2014 and 2015—and highlighted specific accessibility issues in bathrooms at the county Annex that will require work. Hansel told the board, "Blackford County is doing fantastic job," and said training videos and other resources are available to help the county implement the changes. Commissioner Dan Borgenheimer moved to adopt the resolution; Commissioner Laura Coons seconded and the board voted 3-0 in favor.
Separately, the board voted 3-0 to approve the Implementation Plan. The actions formalize a coordinator role and give staff a documented pathway for addressing known accessibility gaps and training county employees on Title VI nondiscrimination obligations. No timeline for the Annex repairs was specified in the meeting record.
