Committee delays action on CJCC bylaws; HR and other personnel items will proceed to Legislature

The committee reviewed CJCC-related resolutions that would rescind prior bylaws and establish new CJCC bylaws but decided after discussion that the proposed language needs further edits and the resolutions will not move forward at this time. The items identified include rescinding Resolution 341-19 and rescinding Resolution 199-19; committee members asked for additional revision before the items return for legislative consideration.
Separately, Human Resources Director Kerry Brennan presented personnel-related resolutions that the committee agreed could proceed to the full Legislature. Those items include authorization for the Director of Community Services to create and fill one full-time caseworker position for the Court-Based Navigator Program, a memorandum of understanding with CSEA to add titles of Senior Public Health Specialist and Senior Public Health Educator to Group XV, and reclassifications of certain public-health positions. The committee recorded no objections to forwarding those HR items.
