Assembly briefed on recommended environmental services contract; member discloses employment with bidder

Staff presented a recommendation to award the borough’s FY2026-67 environmental services contract to NWFF Environmental Inc., citing the firm’s highest cumulative score from the evaluation committee and the borough’s need for technical support across multiple facilities while a newly hired environmental specialist is onboarded. Director Cody Allen said the contract would provide sampling, reporting and corrective actions to maintain state and federal permit compliance at the Kodiak Fisheries Research Center, the borough landfill and the leachate treatment plant.

Assembly member Viscocho disclosed current employment with NWFF and sought guidance; the mayor and clerk advised that the member should not participate in the discussion or the forthcoming vote to avoid a conflict of interest. Staff noted the recommendation and the protest window is open; the assembly will consider the contract at the Aug. 6 regular meeting. Members expressed support for filling the technical gap to regain and maintain compliance while the new specialist is trained.
