Tracy Clatterbuck summarized edits: SUP triggers for Woodland-Conservation and Agriculture districts where access is via private lanes; a required registry with identified enforcement penalties set at $500 per violation (consistent with state code); a 50-foot greenbelt landscaped with native, noninvasive species and minimum tree sizes; and clarification that the County does not enforce private HOA covenants but will require that applicants provide covenants where applicable. "We struck the language related to the HOA covenants based on guidance from Mr. Helm," Clatterbuck said, describing how the county proposes to treat private restrictions.
Commissioners debated including a two-year ownership requirement for newly registered STRs, how to treat LLCs and ownership changes (death, divorce, hardship), and whether to permit certain recreational accessory uses without creating a mini-resort. Staff will refine language on greenbelt planting specifications, emergency access, and parking before forwarding a version for County Attorney review and a future public hearing.
