Council Seeks Explanation After Leak of Naval War College 'Project 150' Feasibility Study

The city manager read a letter from the Naval War College stating the feasibility study was an internal document, inadvertently leaked, and not yet ready for broad external engagement. The Navy told council it is not proceeding publicly until internal staff and the Department of the Navy have reviewed the study.
Council adopted a resolution requesting an explanation of the report's genesis and asked for a full accounting if the effort advances — but members also cautioned that pushing the Navy prematurely could harm future collaborative opportunities. The council agreed to continue collegial outreach and await Navy outreach when they are prepared to engage publicly.
