Buffalo County board approves rezoning in Town of Lincoln for Riverland Energy equipment

On April 6, 2026, the Buffalo County Board of Supervisors approved Ordinance #26-04-01 to amend the official Buffalo County Zoning District Map for the Town of Lincoln, allowing industrial sub‑station containers owned by Riverland Energy to be a conforming use.
Land Management Director Cale Severson described the proposal as a rezoning of three parcels to accommodate Riverland Energy equipment, saying, "all three of these ordinances are to change the zoning for three parcels where industrial sub‑station containers owned by Riverland Energy are located." The board considered the application consistent with the Town’s Comprehensive Plan and the Buffalo County Land Use Plan.
Supervisor Lindstrom moved to approve the rezoning and Supervisor Bruegger seconded. Lindstrom framed the approval as a conformity decision: "The proposed use is identified as a permitted Industrial Land Use and therefore constitutes a conforming use under the Buffalo County Zoning Ordinance." The motion passed on a roll call vote with 12 members voting yes and one member, Mr. Stanton, voting no.
