Tom Kidd, introducing Waypoint TX, told the court the nonprofit has proposed a pilot campus of 12 single‑residency occupancy units with a co‑located community center to deliver wraparound services. He said the group is pursuing continuum‑of‑care funding and has MOUs or pending agreements with local partners including Texas Workforce, Weatherford College, Cornerstone Community Action Agency and Unity Recovery.
"What we have proposed is a pilot program of 12 SROs, single residency occupancy, buildings, surrounding a community center where wraparound services will be located," Kidd said. He cited HUD point‑in‑time methodology and a Texas average of 8.9 individuals per 10,000, which he estimated would equate to about 164 people in Parker County while stressing the local total is likely higher.
Commissioners commended the volunteer effort and suggested next steps for coordination and data sharing. The judge suggested working with county staff to provide a concise summary for the county website and social channels; a commissioner noted Cook Children’s assessment data could help the group better target services. Kidd said Waypoint TX would use HMIS data and town‑hall outreach as it finalizes funding applications.
