Board hears large cost gap for proposed Recreation & Wellness Center; pauses Goodrich property work

County staff presented excavation and site-cost estimates for two Recreation & Wellness Center options, and recommended either using the EDA Goodrich Road parcel or renovating the nearby Goodrich Community Center to save on construction costs.
Finance Director Tyler Olsen told the Board that excavation at the Route 211 property could cost at least $500,000 due to hilly terrain and likely need for retaining structures, while excavation of the Goodrich Road site was estimated at about $300,000 for 10 acres. Olsen said expanding the existing Goodrich Community Center would likely require at least $50,000 in footer and parking excavation and noted that the nearby building already includes a commercial kitchen. Staff recommended pursuing purchase price information for the Goodrich Community Center, soliciting qualifications from firms for design and construction, and comparing the cost of new construction versus renovation.
After discussion, the Board reached consensus to stop processes on the Goodrich property and center at this time and to wait for the Page County Public Schools facility study in early fall before evaluating school renovation options as an alternate path to providing recreation facilities.
