Jack Wheeler, County Manager, said outside hauler tonnage materially affects the landfill's cash flow, noting the county is permitted 254,000 tons and averages about 160,000 tons annually. "If they are paying near gate rate, that will significantly help and will make a huge difference," Wheeler said. Members noted public concerns about lower rates for outside haulers but acknowledged guaranteed tonnage can stabilize revenue.
Mr. Brewer and financial staff presented scenarios showing that modest year-to-year rate increases combined with bonding could restore the enterprise fund cash position within the projection period. The panel asked for a worksheet comparing local county landfill rates to better calibrate Steuben's proposed increases.
