Council approves ARPA shift to beach parking and authorizes contingency swap to meet federal obligation deadline

Mister Spivey told the council staff had identified an opportunity to move some parking off the street into a commercial lot and asked the council "to name this as 1 of the projects with the funding coming strictly from the Atlantic Avenue, Walthamore Drive project." He said $350,000 earlier intended for beach bathrooms had been covered by impact fees and could be reallocated to the parking project.
Spivey said staff recommended a precautionary swap, moving roughly $4.5 to $5.0 million previously slated for public safety salaries into ARPA to fully obligate projects by the Dec. 31, 2024 deadline. Committee members asked clarifying questions about lot location and procurement; the council approved the resolution by voice vote.
