Sheriff reports $1M federal-prisoner revenue; phlebotomist pay raised and PSAP consolidation discussed

Sheriff Brian Dean reported that the county's federal prisoner business model is estimated to generate $1,000,000.00 in revenue for 2026. "As of today estimated revenue is $1,000,000.00 for 2026," Dean reported to the board.
Dean also requested an increase in the per-call phlebotomist pay from $60 to $80; the commission approved the increase to take effect August 1, 2026 (Moved-Seconded Ewing-Flanagan). Dean provided an overview of a possible consolidation of the City of Spearfish and Lawrence County Public Safety Answering Points (PSAPs), but the minutes record that as an overview rather than a formal action or directive. The board scheduled budget review sessions later in June and July where staffing and public-safety finances will be revisited.
