Commissioner Rice notes millions invested in jail, directs operational oversight questions to Sheriff's Office

At the July 7 meeting, Commissioner Carolyn Rice thanked the Montgomery County Jail Coalition for its advocacy and said she has met with group members and listened to their concerns. Rice told the presenters that the county's priorities include the safety, health, and well-being of people housed at the jail.

Rice emphasized that jail operations—staffing, policies, reporting practices, and day-to-day management—are the responsibility of the Sheriff's Office and that requests for community oversight, dashboards, and town halls related to jail operations should be directed to that office. She said the Board of County Commissioners is responsible for the facility itself and has invested in capital and programmatic supports.

Rice cited investments the Board has made since 2019 totaling more than $6.6 million in HVAC, fire alarm, plumbing, flooring, and security system upgrades; she also cited a $20 million commitment to a new Behavioral Health Unit and a $1.3 million investment in a Behavioral Health Safety Net Portal intended to improve coordination among courts, behavioral health providers, jail staff, and medical professionals.

Rice said the Board has focused on improving the facility, expanding behavioral health resources, and advancing recommendations from the Behavioral Health Task Force, and that those investments aim to improve outcomes for staff and people housed at the jail. The meeting record shows no directive or vote to adopt the MCJC dashboard proposal during this session.
