County approves $29,932 tool to make PDFs accessible under DOJ rules

Steuben County administrators voted to buy Doc Access from Civic Plus for $29,932 to convert PDF documents on the county website into accessible HTML pages.
Information technology staff said the service will make county PDFs usable for screen readers and comply with a Justice Department requirement that public entities serving 50,000 or more people be accessible. "What this does is make us ADA compliant for any PDFs that we have, on our website," the information technology staff said. The staff added the county’s Civic Plus-hosted site already contains the capability and that the vendor would effectively "flip a switch." The board moved and approved the purchase, with members noting the cost could be applied across other county sites that Civic Plus hosts.
The purchase will be funded from the IT capital project account, staff said. Board members asked whether the county would see additional setup fees for other sites; staff said the pricing is based on county population and that other county-owned sites can be added under the same price structure. The measure passed on a motion, second and a voice vote.
