The Steuben County Administration Committee authorized the county’s information technology director to purchase Dock Access, a CivicPlus add-on that converts PDF documents into HTML so website content meets federal accessibility expectations. The committee voted 4-0 to approve the $29,932 purchase.
"This software will convert PDF documents into HTML," Rob Wolverton said when presenting the request. Jack Wheeler added that the Department of Justice requires public entities serving 50,000 or more to be compliant by April 24, 2026, which informed the timing of the purchase.
The purchase was described as essential to bring existing PDF materials on the county website into compliance. The motion authorizes the director of information technology to complete the purchase; the committee recorded the motion as carried 4-0.
