Auditor Jackie Scheuman told council that during the budget process an amount needed for lease-rental payments had been left in the construction line; statutory accounting requires moving the sum into the lease-payment line. To correct the budget-line allocation, the Council approved a $9,686,000 transfer from jail construction to lease-rental within the LIT correctional fund. The motion passed with a recorded opposition from Councilman Kyle Kerley; one member was absent.
