Chapetta, who identified herself as representing Horry County Residents for Responsible Building, said "The construction boom in Horry County is straining our resources to the limit," and listed specific concerns: rising utility rates, stressed schools and emergency services, increased traffic and a higher risk of flooding where wetlands have been developed. She urged municipalities across Horry County to adopt a moratorium to "protect our resources, our services, and our unique character."
The chair closed the public-input item after Chapetta finished and accepted the hard-copy signatures for the county administrator. The petition and the concerns Chapetta described were placed on the record; no formal council action on the petition was taken at this meeting.
