Council and staff described the main trade-offs: running the election entirely in-house would require purchasing or renting equipment, recruiting and training judges and polling staff for multiple precincts, and absorbing nearly all costs for any runoff. Miss Russell said the city paid about $11,594 for the general election in the recent cycle but was quoted higher estimates; resident Thomas Gutwa cited a past runoff cost near $25,000 when the city ran the runoff on its own.
