Finance staff gave a budget‑trend overview for the stadium facility fund covering fiscal years 2019–2024 and described recurring general‑fund transfers and capital needs.
The director of financial services highlighted revenue lines (including hockey and concession activity) and pointed out an annual transfer from the general fund that has grown to $698,200 in recent years. Staff also noted the city purchased land to site a new chiller capable of supporting two ice sheets, which could enable additional ice programming and revenue. "We purchased some land behind the facility on Hoople Street this last year so that we can install a new chiller... that could support 2 sheets of ice," the finance director said.
Council members asked about costs for adding a second sheet and the status of the City of Palms Park RFP; staff said construction costs to add a sheet were not yet known, the RFP remains active and negotiations with potential operators (including USL talks) are ongoing. Finance staff emphasized that some favorable fund results are assisted by internal general‑fund charges and that operational subsidy remains part of the facility's finances.
