Council authorizes Johnson Street vacation exchange pending neighbor concerns

The Twisp Town Council voted Aug. 27 to authorize Mayor Smith to execute a Johnson Street vacation and exchange agreement with Kylie and Matthew Port, pending resolution of neighbors’ concerns.
Resident Ellen Aagaard urged the council to secure the May Street connector trail in any agreement, saying it "would place most of the existing trail on town property, thus allowing the town to maintain and improve the trail, increasing both its accessibility and its sustainability." Aagaard asked that either Lot A (.59 acres) include an easement for the pre-existing trail where it crosses the west end of the lot, or that the town re-route the May Street end of the trail so it sits within the new Lot B (.45 acres). She also urged that any use of the vacated right-of-way remain consistent with nearby Twisp Commons Park and the Farmer’s Market.
Neighbor Dwight Filer said he had "just learned of it this morning" and requested the council delay action so he could walk the site with Director Denham and better understand the layout. Following that exchange, Council Member Tim Matsui moved to give the mayor authority to execute the Twisp/Port agreement pending addressing Mr. Filer’s concerns; Council Member Wyatt Lundquist seconded and the motion passed unanimously.
The council’s action authorizes execution of the agreement with the explicit expectation that staff follow up with the neighbor outreach and site clarifications requested during public comment. The council did not specify a timeframe in the motion for resolving those concerns.
