The commission opened and closed a public hearing on supplemental budget resolution 26‑14 before taking action on April 21. County staff summarized the resolution, noting it provides additional funding for several projects and operating needs: $15,000 for the Brookings Library; just over $219,000 for the Samara Avenue project in the highway fund; and $600,000 in the capital fund to cover remaining HVAC project costs for the county building.
Commissioners questioned how library board appointments are handled and discussed the county’s longstanding practice of ex officio representation on some community boards. County staff said the library board composition is defined by state statute and that appointments are typically made by city councils but that the county could request ex officio participation.
After discussion, the commission approved the supplemental budget resolution by roll call. County staff later noted the Samara Avenue project is approaching the county’s $1,000,000 commitment and that additional discussions with the City of Volga and grant partners were scheduled to reconcile remaining costs and reimbursements.
