Guardian says Stillwater discharge appeal is pending with state agency; requests clarity on access and placement options

During public comments at the June 30 meeting, Ebony Hastings, who identified herself as her sister's legal guardian, updated the Board on a pending appeal of a June 12, 2026 discharge notice issued by Stillwater Center.
Hastings said "the appeal is currently before the Ohio Department of Developmental Disabilities and that her sister remains at Stillwater during the appeal process," and reported that her sister has been hospitalized three times in about seven weeks for urinary tract infections and is currently hospitalized at Kettering Medical Center. Hastings also said Stillwater restricted her in-person access during the appeal and that she had submitted written requests asking the county to clarify whether the restriction was consistent with the Ohio Administrative Code provisions she cited.
Hastings said she is working with the Montgomery County Board of Developmental Disabilities Services to identify alternative placements, including ones outside Montgomery County, and urged the commission to consider locations closer to the family when alternatives are needed. The board did not announce any immediate action in response to Hastings' comments during the meeting minutes.
