Smith said ditch work is underway on Walnut and 40th and that certain projects take substantial setup time — he noted it can take a week to set up to do a ditch. Commissioner Scott Mortimer urged commissioners not to micromanage Smith's priorities; Smith emphasized competing priorities and a "mile-long" list of needed work.
