County approves fuel delivery and natural gas transportation agreements for 2026–28

The Board approved a one‑year bulk fuel delivery agreement with Jerome H. Rhoads, Inc. (dba Rhoads Energy) for petroleum and bio‑diesel covering July 1, 2026–June 30, 2027. The contract total is $73,027.08 with the county portion recorded as $3,720.00; the agreement fixes the delivery markup (it does not set per‑gallon rack prices) and shows a 4.95% decrease in the markup cost. Heather Rineer, brand manager for Rhoads Energy, was present and expressed appreciation for the county partnership.
Separately, the board approved three basis‑pricing natural gas transportation agreements (Jan. 1, 2027–Dec. 31, 2028): a negative $0.224 DTH agreement with Constellation NewEnergy for high‑volume sites; a $1.121 DTH Constellation agreement for the Prison; and a $1.562 DTH agreement with Direct Energy Marketing Inc. (dba NRG Business Marketing LLC) for several low‑volume county sites. Motions for these agreements passed with Commissioners D’Agostino and Yoder voting yes and Parsons absent.
