The City of Royal City on June 2 adopted Ordinance 26-05, a new Chapter 8.04 of the municipal code regulating the sale and distribution of kratom products. Council agreed on a tiered penalty schedule — first violation C12, second violation C5, third violation C1 plus revocation of the business license — and voted to adopt the ordinance after discussion (m/s Carlson/Kannely).
The ordinance followed public comments from local merchants and residents about kratom sales. Josh Fanning, representing Harvest Foods, told the council the store “stopped selling Kratom about three years ago. He feels it is dangerous and not helping people.” Councilmember Carlson initially moved the ordinance and then withdrew that motion before the council finalized the penalty structure and passed the ordinance. The minutes record that the final adoption motion carried.
