Staff presented DRV-2024-026, a proposal for a two-story single-family residence at 6623 Southwest 52nd Terrace in the RS-3 zoning district and recommended approval with standard conditions including submission of a tree removal application and an erosion-control plan. Architect Xin described a modern, staggered-box design centered on a courtyard and said the plan uses tech-wood panels, stucco and glass rails to create a “calm and grounded design.”
Board members pressed for more detail on the site’s tree survey and civil information. Board member Mariano Ferrell said the harvest report was “one of the most incomplete harvest reports that I’ve seen,” and asked specifically for arborist recommendations showing whether trees were suitable for relocation or required removal. Staff and board members flagged a Florida holly identified on the plan as invasive; the board directed the applicant to submit a tree removal application and provide a tree-disposition plan that matches mitigation calculations. Ferrell also raised concerns about drain-field setbacks and spot elevations and asked the civil engineer to confirm a 5-foot setback where plans showed 3–4 feet.
Vice Chair Barreta moved to approve the application “with comments,” Chair seconded for discussion, and the board voted to recommend approval. The roll call as read in the meeting record was: Crow — No; Sobrato — Yes; Reyna — Yes; Chair — Yes. The approval was recorded as a recommendation; staff will work with the applicant to incorporate the board’s comments before zoning and permit review.
The board’s conditions include: submission of a tree removal application consistent with a revised tree-disposition chart, an erosion/construction control plan for building permits, and verification of civil setbacks and grading to address drain-field proximity. The applicant was encouraged to revise front-yard landscape details to improve street-facing approachability and visibility triangles.
