"The occupancy in the study area consisted of approximately 609 spaces or 59% of the occupancy," Valera said during his presentation of car counts and utilization patterns.
Valera outlined a package of operational and facility recommendations aimed at increasing turnover and using existing inventory more efficiently. He recommended shortening on‑street time limits from four hours to two in highly utilized corridors (defined in the report as 85%+ occupancy), extending digital payment to currently non‑mobile lots (for example, private bank lots), improving wayfinding/signage for the municipal garage and considering shared‑parking agreements with private lot owners. Valera also cautioned the commission that redevelopment of the bank surface lots (about 205 spaces) could erase the current surplus and make additional capacity strategies necessary. Commissioners asked staff to prioritize safety and wayfinding improvements and to examine targeted pilot changes before broad policy shifts.
