Staff introduced a multi‑lot variance request in Carter's Bluff along Red Bluff Road noting that a January 4, 2022 county ordinance increased rural road setbacks to 60 feet. Cassidy Callahan of Boventure Engineering told the board that, because house pads and construction plans had been placed under earlier approvals, the developer cannot build houses on three lots without setback relief and asked the board to allow a 15‑foot setback on those lots.
Several neighbors opposed the relief, citing traffic growth and future uncertainty about road widening. Bernice Adams, whose family farms land opposite the three lots, said she worried the larger variance would leave homes within future right‑of‑way if the road is widened, and she urged caution: "There's still that possibility the way everything's growing... I'm concerned about the set that much of a given them that much of a variance." Staff and a board member noted there is currently no county or state plan to widen that section of Red Bluff, but residents said traffic volumes — "we're averaging 1,500 cars a day" — suggest future pressure to widen.
After discussion and public comment, a motion to approve the setback relief with staff conditions was put forward but failed; the board did not grant the requested relief at this meeting.
