Televising finds tile failures in JD7FM Branch X; engineer appointed to prepare repair report

The Faribault and Martin Counties Joint Board of Commissioners recorded in its Feb. 17, 2026, meeting minutes that televising performed in December 2025 confirmed that portions of Judicial Ditch #7 Branch X and X Supplemental were in poor condition. The minutes state that "portions of the top end of the tiles were unable to be televised due to multiple failures and sediment in the tile." The board accepted a repair petition filed Jan. 21, 2026, and unanimously appointed Jacob Mueller of I&S Group, Inc. as the project engineer to prepare a Repair Report under Minn. Stat. § 103E.715.
The order adopting the findings directs the appointed engineer to take an oath, file a certificate of liability insurance naming both counties within 10 days, and to file biweekly expense reports after work begins. The auditor is directed to set a public hearing on the engineer's Repair Report not more than 30 days after the report is filed, with notice provided in accordance with Minn. Stat. § 103E.715, subd. 3.
