Ellis County appraised values rise modestly; oil and personal property fall sharply

County Appraiser Eugene Rupp reported total real estate appraised value rose 3.2% and assessed valuation rose 2.7% for 2026, while assessed oil valuation fell 30.2% and personal property assessed valuation fell 11.9%; overall county assessed valuation increased 0.1% from the November 2025 abstract.
County Appraiser Eugene Rupp presented the 2026 appraisal and assessed valuation update. He reported total real estate appraised value increased by 3.2% and assessed valuation increased by 2.7% for 2026, while assessed oil valuation decreased by 30.2% and personal property assessed valuation decreased by 11.9%. State-assessed values increased 2.2%, producing an overall assessed valuation increase of 0.1% compared with the November 2025 abstract.
Rupp attributed portions of the real-estate increase to new construction including The Grove, the new high school and the Tallgrass development, and he noted the market appears relatively stable early in the year. Commissioners asked follow-up questions about whether real-estate growth would level off; Rupp said new construction contributed about a one-percent increase and discussed removed real-estate values and exemptions that reduced personal property totals.
