County approves purchase of emulsion oil for 2026 asphalt maintenance plan

Public Works Director Brendan Mackay asked the commission to approve purchase of asphalt emulsion oils needed to complete the county's 2026 asphalt maintenance plan and provided specific estimated quantities and application rates.
Mackay said CMS‑1 oil is estimated at 123,709 gallons to create cold mix, CRS‑1H at 19,732 gallons, CRS‑1HP at 87,444 gallons for chip seal applied at 0.40 gal/sq yd, and CMS‑1PC at 26,312 gallons for scrub seal applied at 0.34 gal/sq yd. Staff requested funding of $384,696.83 from the operating budget and $200,472.86 from Fund 78 to cover the purchase (PO 8003). The board approved the purchase order on a voice vote, 3–0.
The approval allows crews to proceed with scheduled overlays and surface treatments listed in the 2026 maintenance plan; staff will return with implementation timing and contractor scheduling.
