City staff recommends keeping PCI target at 80 to guide road maintenance

Jay Rowe, the city's capital projects and operations manager, told the council the Pavement Condition Index is a 0-to-100 score that rates pavement and that maintaining the citywide target at 80 would guide proactive maintenance and capital planning. "Does council support maintaining a citywide PCI rating of 80?" Rowe asked during his presentation.
Rowe walked council through common deterioration causes (freeze-thaw cycles, moisture infiltration, utility trenches and heavy truck traffic) and described treatments from crack sealing and slurry seals to mill-and-overlay and full reconstruction. Staff presented a preliminary 10-year projection showing a high upfront investment is required to hold the PCI near 80 as the city's road network doubles with new development.
Council members pressed staff on the data and costs. One member asked whether new construction inflates the average; Rowe answered that new roads do raise the citywide average and estimated, informally, that removing recent development could lower the average by about ten points. Staff also said a theoretical PCI of 100 is not achievable because pavement begins to age immediately after placement.
The presentation concluded with staff recommending the 80 benchmark be carried forward into written policy to guide maintenance, budgeting and capital strategies. Council indicated general agreement and said they expect follow-up detail during the budget process.
