Lansdowne council sets millage at 3.75 and adopts tentative FY2025–26 budget

The Lansdowne Town Council voted unanimously Sept. 8 to set a proposed operating millage rate of 3.75 per $1,000 and to tentatively adopt the town’s FY2025–26 budget.
“At the end of the hearing we’ll invite public input,” Mayor Lythgoe said as the council opened the first public budget hearing for Sept. 8, 2025. After a presentation from Finance Director Steven Kaplan, Vice Mayor Mason moved to set the millage at 3.75 for 2025–26; the motion passed on a 5–0 voice vote. The council then voted 5–0 to adopt the tentative budget and scheduled the final public hearing for Wednesday, Sept. 17, 2025 at 5:30 p.m. in the Town Council Chambers at 500 Reynolds Circle.
Finance Director Steven Kaplan told the council the proposed millage is 3.75 per $1,000 of taxable value and that the rate is necessary to fund the budget as presented. Kaplan summarized major revenue and expense items for the fiscal year and answered council questions about reserves, vendor contracts and service levels.
The tentative adoption does not finalize tax bills; the council will consider public comment and may revise the budget at the final hearing before adopting a budget and certifying the millage rate.
