Jay County approves several 2026 EDIT requests, conditionally backs $254,250 JCDC proposal

During a special Aug. 20 meeting focused on 2026 EDIT funding requests, the Jay County Commissioners approved multiple grant requests from local organizations and took conditional action on a large economic-development proposal.
Carolyn Carducci, executive director of Arts Place, requested $15,000 for the Arts in the Parks program, which served 974 participants this year; commissioners approved $15,000. Other approvals included $2,500 for the Dunkirk Volunteer Fire Department's Fourth of July fireworks, $3,500 for ECI Small Business Development Center programming, $5,000 for the Jay County 4th of July Committee, $10,000 for the Jay County Chamber of Commerce, and an $8,000 (county general) plus $27,000 (Economic Development) allocation for Jay County 4-H Clubs to address bathroom repairs and soundproofing.
Ceann Bales, executive director of the Jay County Development Corporation, requested $254,250 if a community developer position is funded (or $159,250 to continue a two-person office). Commissioners voted to approve up to $254,250 pending contract negotiations. Separately, the John Jay Center for Learning requested $70,000 for training equipment; commissioners approved a supplemental $35,000 after earlier $25,000 funding, totaling $60,000 in support to date.
