Policy 1310 establishes the district’s standard procedure for policy adoption and the board chose a two‑reading approach. Policy 3510 clarifies extracurricular participation rules and states the district may prohibit or restrict participation by a home‑schooled student if the student is not a United States citizen or not a Montana resident, and it specifies that athletic teams may be designated by biological sex consistent with applicable law and MHSA rules.
