Engineers report lower costs and timeline for Jay County 68‑acre project; land purchase tabled

Cecil Penland of Rundell, Ernstberger & Associates and Ed Curtin of CWC Latitudes updated the boards on the 68‑acre project engineering: a survey including sanitary sewer, lift station and water main arrived in June, and the team expects engineering complete by October to advertise for proposals. Penland said the estimated project cost dropped from $3.9 million to about $3.1 million based on sizing changes, which reduced the required local match.
Curtin outlined procurement milestones: a pre-proposal meeting scheduled for Aug. 29, 2025, proposals due Sept. 17, and final proposals by Oct. 4. Commissioners discussed a separate 47‑acre Tyson Road parcel going to auction; county attorney Wes Schemenaur advised completing a phase‑one study before any title transfer because remediation discovered after purchase would be the county’s responsibility. Doug Horn moved to table purchasing the parcel until appraisals returned; the motion passed unanimously.
