Erosion at Daniels Gate site draws concern over potential property risk

Stormwater staff showed images of a deeply incised channel in Daniels Gate Site 1, describing sections 10 to 12 feet deep and several feet across, and said the city's recent open-space mitigation work exposed previously unseen erosion problems.
"This is about 10 to 12 feet deep and about 6 to 7 feet wide," Joe Marencic said while walking council through aerial photos and on-site findings. Marencic said an outfall that used to discharge at stream level now sits well above the streambed because of head-cutting and downstream incision.
Council members repeatedly asked whether delaying construction-phase work until projects are fully funded (2034 under the 50% fee scenario) might put a nearby home at risk; staff said planning and design could begin sooner and that the major cost is construction, but they could not predict how rapidly the erosion would worsen or when it would cause property damage.
Staff recommended prioritizing monitoring and starting design early so the city could move to construction as soon as funding allowed; council asked staff to work on targeted communications to residents who live near the affected open space.
