City outlines Happy Canyon restoration with Mile High Flood District partnership

City stormwater staff told the council that Happy Canyon Creek is a high-visibility stream restoration candidate and that the city is under an intergovernmental agreement with the Mile High Flood District for planning and construction.
"We are currently under an IGA with Mile High Flood District for that project. It's a $50.50 cost share, and we expect to start late 20 27, early 20 28," Joe Marencic said while describing project timing and partner roles. Marencic said staff are in initial planning and design and that the project meets the flood district's criteria for partnership.
Marencic described Happy Canyon as originating near headwaters, flowing beneath Castle Pines Parkway and passing trails and bridges that make the project highly visible to residents. He said Mile High and the city will build matching contributions over several years while other regional projects compete for the flood district's resources.
Council members asked staff to coordinate planning work early so that design and permitting can proceed while funding is assembled, and staff said planning and design could begin ahead of full construction funding.
