County Engineer Ryne Thornburg told the board that a Level A upgrade would require cutting brush along the entire stretch, including removal from fence rows, and building a 24-foot rocked surface—work Thornburg said would be at the landowner’s expense and provided limited benefit to the county.
Glover asked whether her husband could perform the brush removal herself and whether the board would consider a Level B standard instead. The board indicated no interest in Level A but was open to considering Level B; Thornburg will work with Glover on potential Level B specifications and bring the matter back to the board for action at a future meeting.
