Council OKs $189,184 engineering agreement to upsize aging North 4th Street gravity sewer

Town staff and Baxter & Woodman presented a recommended engineering services agreement (CSA 2025-06) to address an emergency break on the North 4th Street gravity sewer line. Director Crockett said the master plan previously identified the line for replacement and the recent failure accelerated the timeline.
Rebecca Travis of Baxter & Woodman explained the gravity main conveys more than 90% of the town's sewage to a pump station and then to Lake Worth Beach's treatment system; engineers recommended upsizing the line from about 18 inches to at least 21 inches (potentially larger depending on capacity checks). The CSA for engineering services was stated as $189,184. Council discussed coordination with planned paving and confirmed there are no immediate plans to repave the road before sewer work. Council authorized the agreement and manager execution authority by unanimous vote.
Staff and council also discussed the town's interlocal agreement with Lake Worth Beach for sewage treatment capacity and the need to monitor capacity through the agreement's term ending in 2027.
