Council approves variances and awards $60,525 contract for 6‑foot wall at 3rd Street parking lot

The council held a quasi‑judicial hearing on two variances for town‑owned parcels at 215 North 3rd Street to replace an existing 6‑foot wood fence with a 6‑foot prefabricated concrete wall and to permit the wall where the code typically allows a maximum 4‑foot wall in the relevant locations. Nicole Dritz, development services director, explained that the replacement aligns with the townwide master plan, that the planning commission unanimously recommended approval, and that the two parcels have separate parcel control numbers but the wall would run continuously across the combined frontage.
"The town code allows for a maximum of a 4 foot tall wall on portions of these 2 properties. Allowing for the 6 foot tall wall will provide for more safety and screening for the adjacent residential properties," Dritz said. The council approved both VAR25‑0008 and VAR25‑0009 by a 5‑0 vote and authorized the town manager to execute a unity of title so the wall can be built across the property line.
In a related procurement item, contracts administrator Vanessa Holloway reported the town received five bids and recommended Fierce Construction as the lowest responsive and responsible bidder for furnish and installation of the prefab wall. The council voted 5‑0 to award the contract to Fierce Construction in the amount of $60,525 and authorized the town manager to execute the agreement and any necessary amendments.
