Max told the council the town historically has not allowed hospitals, noting existing hospitals were legal nonconformities.
During public comment, resident Ted Cook asked whether existing rehab facilities or recently purchased buildings could operate as inpatient rehab centers. Max replied that the ordinance addresses overnight inpatient facilities and that hypothetical legal questions could not be answered in that forum without specific facts. Following brief council discussion, Council Member Rivera moved to adopt the ordinance on second reading; the motion was seconded and passed 5–0.
The ordinance text was read into the record and the council directed staff to codify the change. No amendments were recorded during the vote.
