At the close of the work session the mayor requested a motion to adjourn to executive session. Alderman (speaker 5) moved "to adjourn to executive session pursuant to section 610.021(1) and (2) of the revised state statute," and Alderman (speaker 6) seconded.
The clerk then called the roll. The transcript records the clerk naming: Alderman Hartman, Alderman Wilson, Alderman Russell, Alderman Stone, Alderman Kabilski and Alderman Atkins; each responded in the affirmative and the motion carried. The board recessed to executive session.
The motion cited state statute sections as the legal basis for the executive session; staff did not discuss the substance of the executive session on the record.
