"We have identified more than 30 issues in the downtown area, and an estimated cost will be $120,000," the presenter (speaker 9) said, outlining cost, phasing and inspection rules. Under the 50/50 scenario staff estimated the city’s portion would be about $60,000 and owners’ share roughly $30,000 in the first phase, with the remainder paid as property owners join the program.
Staff recommended two options: phase the work across years within the existing sidewalk program or explore forming a CID with the Main Street district to fund larger downtown improvements. The presenter said a CID could fund sidewalks and other public‑realm work but would require property‑owner votes and further research.
The board directed staff to study the CID option and return with a proposal for consideration as part of the 2027 budget process.
